President Ruto Assents To Division Of Revenue Bill, 2023

President William Ruto has signed into law the Division of Revenue Bill, 2023, which the Senate passed last week.  Senators considered and passed the bill on April 20 without amendments in the form passed by the National Assembly. This allocated counties Ksh.385 billion in the 2023/24 financial year, which is Ksh.15 billion more than the Ksh. 370 billion that has been allocated in the current financial year (2022/2023). During last week’s vote, 25 legislators voted to pass the Bill without amendments, outnumbering Azimio La Umoja-allied leaders who had pushed for an amendment to give counties Ksh. 407 billion. Days after Uhuru Kenyatta's family-owned property was raided by goons, the government, not wanting to witness the Monday scenes again, has boosted security at his rural home in Ichaweri, Gatundu South Constituency. According to Gatundu South sub-county police commander Jonathan Koech, a total of 30 officers have been deployed to keep watch and ward off any criminal elements. President Uhuru Kenyatta has opened a strategic naval base to secure Kenya’s territorial waters and protect the Lamu Port South Sudan-Ethiopia Transport Corridor (Lapsset) project. The Manda Bay Forward Operations Base (FOB), which played a key role in the capture of Kismayu by the Kenya Defence Forces (KDF) in September 2012, was yesterday upgraded to a full naval base. Seven Judge bench begin hearing of BBI appeal case.

The BBI case at the Court of Appeal opened Monday with the government securing its first win after the judges struck out part of an appeal filed by Nairobi lawyer Charles Kanjama. Court of Appeal president, Justice Daniel Musinga, appointed the seven-judge bench to hear and determine five appeals filed against the High Court ruling. Justice Musinga will be the presiding judge on the bench that will determine the fate of President Uhuru Kenyatta's BBI. The other judges are Justices Roselyne Nambuye, Hannah Okwengu, Patrick Kiage, Gatembu Kairu, Fatuma Sichale and Francis Tuiyott. The judges are drawn from various court stations.

Activist Kiama released due to lack of sufficient evidence.

A Milimani court has released human rights activist Edwin Kiama unconditionally after the prosecution failed to provide sufficient evidence for his prosecution. Senior resident magistrate Jane Kamau on Tuesday set the activist free and ordered that the cash bail of Sh500, 000 deposited in court be refunded back to him. While releasing Kiama, Kamau dismissed the application by the prosecution saying that the gadgets obtained from Kiama had been taken to the Communication Authority of Kenya and the report had not been availed. The gadgets include phones and laptops obtained from Kiama. Kiama's lawyer requested the prosecution to release the phones and laptops confiscated from his client.
