VCs fight Magoha plan to control varsities

Vice chancellors of public universities have disputed plans to amend sections of the University Act to give the Education CS control over the institutions. The University Act is the supreme authority guiding governance of the institutions. Among proposals fronted include the review of the powers to the university council. The councils are the main decision-making organs in the universities. A court in Nanyuki has released Lamu Senator Anwar Loitiptip on Sh500,000 cash bail or a bond of Sh1 million.  This comes after he surrendered at Nanyuki police station last evening for allegedly shooting a woman in Nanyuki town at dawn Sunday. Police reports indicate that the matter was reported at Nanyuki police station at 2:20 am. On Monday, after freeing him on bail, Nanyuki resident magistrate Vincent Masivo ordered the legislator to report to DCI offices every two days until mention of his case on November 1, 2021. South Africa's ex-president Jacob Zuma on Thursday made his first public appearance since his release from prison on medical parole last month to lay charges against a chief state prosecutor. Zuma walked into a police station in the eastern city of Pietermaritzburg, where he is on trial for corruption, to open a criminal case against advocate Billy Downer for allegedly leaking his medical records. Police are investigating Activist Boniface Mwangi’s claims that his house was bombed in Lukenya, Machakos County. "Officers are on their way to the Lukenya property to check the claims," National Police Service police spokesman Bruno Shioso said. The attackers used improvised explosive devices in their mission. Some of the unused IED cables were abandoned at the scene. The workers say the attackers also shot at the scene but no injury was reported. IEBC awards ballot papers tender to Greek firm Lykos

The electoral agency has awarded the tender for ballot papers and the voter register for use in the 2022 general election to a Greek firm at about Sh2.8 billion. Documents obtained by the Star reveal that the commission settled upon Inform Lykos (Hellas) as its provider for the materials in a framework contract for three years. The Independent Electoral Boundaries Commission, in a notice to one of the bidders, said Inform Lykos was the bid with the lowest evaluated responsive price at 7,172.85 Euros (Sh921,326) for 3,000 ballot papers. The IEBC in the tender documents said that considering the six elective positions in the general elections, the minimum quantity that shall be required was 117,600,000 ballot papers and a maximum of 180,000,000 ballot papers. 3 police officers arrested over escape of suspected serial child killer Masten Wanjala

At least three police officers were on Wednesday evening arrested and locked up in cells over the escape of suspected child serial killer Masten Wanjala. The officers included the Jogoo Road police station deputy Officer Commanding Station and two others who were on duty. They are likely to be produced in court on Thursday with charges of aiding the escape of the suspect from lawful custody and negligence of duties. Normal county operations in the capital have been disrupted after Nairobi county government workers downed their tools. The workers have accused both NMS and City Hall of failing to address their grievances. The Kenya County Government Workers Union (KCGWU) Nairobi branch decried that at least 11,000 county workers have been without medical cover since July Other issues raised by the union is the failure to promote county staff, perennial delay in paying staff salaries, non-remittance of statutory deductions and non-payment of overtime and other allowances. The workers have also decried that the county has failed to provide non-payment of uniform allowances and other dues for retiring employees.

President Uhuru Kenyatta has rejected the judgement made by the International Court of Justice on the Kenya-Somalia maritime border row. In a statement on Tuesday, the Head of State said that Kenya does not recognise the ruling. "While Kenya is not surprised at the decision, it is profoundly concerned by the import of the decision and its implications for the Horn of Africa region, and international law generally," Uhuru said.
